Identification of the current market for an A-SMGCS (Advanced Surface Movement Guidance and Control System) solution with EFS (Electronic Flight Strips) and MLAT/WAM infrastructure for ANA (Administration de la Navigation Aérienne).
Identification of the current market solutions and identification of the current standard functionalities for an A-SMGCS (Advanced Surface Movement Guidance and Control System) solution with EFS (Electronic Flight Strips) and MLAT/WAM infrastructure that ANA (Administration de la Navigation Aérienne) could consider to procure through a public market procedure. Identification of the technical constraints and regulatory constraints as well as identify the usual implementation delays. The main goal of the potential procurement is to first deploy a new A-SMGCS (with EFS and MLAT/WAM) for contingency purposes, with potential replacement of current A-SMGCS solution. The new A-SMGCS solution while operating for contingency mode shall be operable in parallel and without any interference with the current A-SMGCS solution. Questions : 1. What are the functionalities offered by the participant standard product (i.e.: no software customization from standard product / Commercial Off The Shelf) A-SMGCS with Electronic Flight Strips (EFS)? 2. What are the parameter customization possibilities (without software development) offered by the standard product A-SMGCS with EFS? 3. What, if any, are the usual functionalities of an A-SMGCS with EFS that are not part of the participant product solution or that necessitate by default a dedicated software development for each client? 4. What would be the level of confidence of the participant for the implementation of an A-SMGCS product with EFS and WAM infrastructure, perfectly functional in an environment like Luxembourg? 5. Is the participant WAM infrastructure deployable while a current A-SMGCS and WAM infrastructure is already implemented in Luxembourg? 6. Is the participant able and willing to deploy first a WAM infrastructure that would cover the airport and the whole country before the implementation of its A-SMGCS including EFS? Would the participant be capable of making its WAM infrastructure interconnected with ANA current A-SMGCS through standard protocols? 7. Is the participant capable of performing regulatory performance measurements (based on ICAO and Eurocontrol standards)? Would ANA need to procure a specific tool to perform performance monitoring of the WAM? 8. Upon which technology would the participant’s solution be proposed? Is there a preference for virtual technologies? If yes, what is the participant appetite for using ANA existing VMWare virtual infrastructure (if considered sufficiently performant and with sufficient capacity)? 9. Is the interoperability with the main "ATM" system (Leonardo LeadInSky) easy and considered perfectly realizable without any impact or need of modification on the ATM system? 10. Is the interoperability with Apron/Gate Management of suppliers like Luxairport easy and perfectly realizable without any impact or need of modification on the Apron/Gate Management system? 11. What would be the reasonable warranty period proposed by the participant for the solution? 12. What is the lifecycle roadmap (high-level) for the proposed solution, including the mandatory foreseen update milestones (hardware/software/infrastructure)? For how many years would the solution be supported by the participant? 13. Has the participant the possibility to offer a service contract (e.g. maintenance and support contract)? 14. If the participant wins the public tender, what is the estimated duration for the implementation on site (please separate A-SMGCS including EFS and WAM periods), the validation, the training (of operational and technical staff) in Luxembourg? 15. Is the participant capable of presenting its solution with simulated data or replicated test data within ANA premises? What would be the reasonable maximal duration for the presence of the solution within ANA premises in that frame? 16. Is the participant capable of proving the compliance of its solution and its services regarding national and European laws and regulations and is the participant already DPO? If the participant is not yet DPO, when is it planned to be? Is the participant able to guarantee being DPO before the deployment of its solution if the tender is won by the participant? 17. Which EUROCAE standards are the proposed solution compliant with (ED-87E for A-SMGCS, ED-117A for MLAT, ED-142 for WAM, ED-116 for SMR, ED-129B for ADS-B ground stations), and with the EUROCONTROL Specification for ATM Surveillance System Performance? 18. Which A-SMGCS services (as per ED-87E: surveillance, airport safety support, routing, guidance) and which safety nets (runway incursion monitoring, conflicting ATC clearances, restricted area alerts) are available in the standard product? 19. What are the jamming protections provided for the MLAT/WAM infrastructure, if applicable? 20. How does the system behave in degraded modes, i.e. when one of the sensors (SMR, MLAT/WAM, ADS-B) is lost, degraded or corrupted? How is this detected and presented to the controller? Is the contribution of each sensor to the system track documented and configurable? 21. Does the solution support the tracking of vehicles with the vehicle transponders (Mode S / ADS-B)? How many vehicles can be tracked? 22. Will the equipment be delivered with the conformity assessment required by Regulation (EU) 2023/1768 (certificate, declaration or statement of compliance)? How does the participant support the information security obligations of ANA under Regulation (EU) 2023/203 (Part-IS): hardening, logging, patch and vulnerability management? 23. Which interfaces are supported: ASTERIX categories (including CAT004 for the alerts), SWIM services, legal recording and replay of data and HMI? Which format is used for the aerodrome map (AIXM / DXF / other), and can ANA maintain the maps autonomously without supplier intervention? 24. Does the solution include a test environment (testbed / replay) on site, usable for training, validation and investigations? 25. Which transition strategy does the participant propose for the replacement of the current A-SMGCS and MLAT (parallel run, shadow mode), considering that the new MLAT/WAM infrastructure shall be deployed on new sites, without reuse of the current MLAT antennas and installations? 26. Can the participant provide a rough order of magnitude of the cost for each building block (capital expenditure and yearly operating expenditure), the typical contractual model, references of the last 3 to 5 implementations in Europe, and a description of the local support organization (response times, spares policy)?
